Biography of

Denise D. Hammond,

Treasurer

MBA, CGFM

Denise D. Hammond was appointed Treasurer of West Bloomfield Township on May 1,1988. She was elected in November of 1988, and re-elected in 1992, 1996, 2000 and 2004. She will be retiring from office when her current term expires on November 20, 2008. She is a member of the Republican National Committee, the Michigan Republican Party, and the Republican Committee of Oakland County.

Ms. Hammond holds a Bachelor of Science in Medical Technology and a Master of Business Administration in Finance and Economics from Wayne State University and is a member of Beta Gamma Sigma Honors Society. She has completed the Advanced Government Finance Institute at the University of Wisconsin - Madison. She holds a Certified Government Financial Manager designation from the Association of Government Accountants.

Ms. Hammond served on the Cash Management Standing Committee of the Government Finance Officers Association (GFOA) from 2001 to 2007. In 2005 her article on 'Best Practices in Cash Collections' was published in the Government Finance Review. 

In 2001 she was appointed by the Michigan Department of Treasury to the Michigan Committee on Governmental Accounting and Auditing and was reappointed in 2004.

Ms. Hammond has served on the Legislative Committee of the Michigan Government Finance Officers Association (MGFOA) since 1994 and is the current Chair of the committee. She has been active in the passage of several bills affecting treasury and finance professionals, including the 1996 revision of the Public Investment Act (P.A. 20), serving as chair of the sub-committee; the revised Uniform Budgeting and Accounting Act (P.A. 2), the new Municipal Finance Act (P.A. 34 of 2001), and a new act for funding retiree health care benefits (P.A. 149 of 1999). A bill drafted by Ms. Hammond to allow electronic transfer of funds by local municipalities for payments of bills and lease agreements was passed by the legislature in December 2002 (P.A. 738). She has appeared at legislative hearings on several occasions to offer testimony on the above bills.

Denise was one of the planning members of the MGFOA Retirement Administration Program and the Retiree Health Care training. The committee developed training for retirement administrators and trustees. Ms. Hammond serves as a member of the West Bloomfield Pension Board.

Ms. Hammond's past professional service includes the Board of Directors of the MGFOA (1999-2001) and the Board of Directors and Presidency of the Oakland County Treasurers Association (1995-1999). She has appeared as a speaker for the MGFOA, the Michigan Municipal League, the Michigan Townships Association, Government Finance Officers Association, the Michigan Association of Public Employee Retirement Systems, the Illinois-Great Lakes Public Finance Conference, the Michigan Association of County Treaurers, and the former Bank One (now Chase Bank) on various investment and treasury related topics. Using her office for the pilot program, she worked with Ford Motor Credit Corporation to establish internet trading of commercial paper.

In 2004, Denise became a Founding Member of the Women's Economic Club in Lansing, MI (now known as Inforum). In May, 2005 she was elected to a three-year term on the Board of Directors of Michigan Women in Finance, and re-elected in 2008.  She was a member of SEMCOG's Transportation Advisory Council from 2002 to 2008.

Ms. Hammond has lived in West Bloomfield since 1972. Actively involved in the West Bloomfield School District while raising her three sons, she served Doherty Elementary Communications Governance Council as secretary, was Chair of the Community Education Central Advisory Council (CECAC), and prepared the school district's 1987 demographic report with Richard Barr as her co-chair.

As a volunteer, Denise has been associated with The Greater West Bloomfield Michigan Week Committee since 1986, serving as chair in 1993, and as treasurer since that time. She served as the treasurer for United We Walk during the early years of its existence. She has also served on the Parish Council at Prince of Peace. Involved in Boy Scouting since 1984, she continues as treasurer for Troop 1000. She served as a Director and then Treasurer of the Greater West Bloomfield Chamber of Commerce from 2001 - 2006.  Ms. Hammond chaired the Civic Center Crusaders for the American Cancer Society Relay for Life from 2001 til 2005.

Denise is a member of the Friends of Parks and Recreation and is a past recipient of the Theodore Roosevelt Award from the WB Parks Commission. She is a member of the Friends of the Library and can be found volunteering at the Friendshop. She is a member of the Anthony Wayne Society and the Old Main Society at Wayne State University, establishing the Denise D. Hammond Endowed Scholarship in the School of Business Administration.
